IMO I’d wait until you get Crunch or Outrage, then evolve it. That’s sometime after Flamethrower at 34 I don’t remember. If you don’t wanna take the risk then evolving at 34 for Flamethrower is sufficient, and you’ll also get Extreme Speed too.
