We could use more info, but Twister really isn’t a good move at all. A flat 40 HP attack remains useful up until you get a stronger dragon move.

Is dragon claw or outrage better?

Outrage is more raw damage while Dragon Claw emphasizes dodging to conserve Potion use. If you like dodging, definitely go with the dragon claw one. Even if you don’t dodge often, DC is better IMO, as it is more forgiving for dodging charge moves (even more useful in raids)..
