Yeah, it’s totally legal. I don’t think a lot of emulators are legal, but since the game was never released in English the only way to get it is the fan translation. I recommend you get it.

Mother 3 has a much deeper story and a much deeper characters that actually talk and interact with each other unlike Earthbound. Not to mention the battle system in Mother 3 is a lot more fun and interactive to me.
