Haafingar (Capital: Solitude)
- Go to Blue Palace and wait for the peasant from Dragonsbridge to finish addressing the Jarl.
- Talk to Falk Firebeard. Clear out Wolfskull Cave.
- Talk to Jarl Elisif the Fair.
- Purchase Proudspire Manor (requires 25,000 septims)
- Assist five residents.
- Talk to Jarl, become Thane.
How do I get the pale house in Skyrim?
The Pale: Heljarchen Hall. To purchase the house in the Pale, visit the Jarl’s house in Dawnstar. To get the land from Dawnstar, you actually have to go through the Jarl him/herself. Unfortunately, this quest definitely requires you to be the Thane of the Pale

To start Waking Nightmare talk to the priest Erandur inside Windpeak Inn in Dawnstar. After a bit of conversation, you will follow him up to the top of a nearby mountain, where you will battle some spiders. After that, you will talk to Erandur again. Then, you follow him into Nightcaller Temple
Do I kill Cicero or leave the sanctuary?
To get his clothes, Cicero can be pickpocketed, giving him the poison. If the Ghost of Lucien Lachance is active while exploring the Dawnstar Sanctuary, Lucien will tell the player that it is not wise to kill Cicero, because the Keeper is a sacred position in the Dark Brotherhood.
