The first wild Pokémon you encounter in a Route/Area, unless it is a Pokémon you already caught, must be caught. You may only catch one Pokémon per Route/Area (includes obtaining from other trainers). You can buy items that don’t heal your Pokémon in any way, like Escape Ropes, Repels and TM’s.

How do you find entei and raikou?
You can find Entei or Raikou if you are finding or adding a Pokémon to your Pokédex and it takes too long. It mistakenly appears as one of the two legendary dogs. Just catch all the Pokémon that you found. I found and caught Raikou on Route 45, by Blackthorn City.
How do I stop raikou from fleeing?
User Info: Pender29. You could breed Hypnosis on a Mr. Mime with Soundproof. Once you pass Mean Look to him he can keep them from fleeing, won’t be affected by Roar, and can put them back to sleep when they wake up, making caputring them much easier.
