For completely stock cars/brake pads it looks like between 200* and 1000* ! If you have a stuck caliper (caliper is keeping the pads clamped to the rotors), that wheel and rotor will be very hot. If nothings wobbling and just the rotor is hot to the touch, you should be okay.

Definitely would not reccomend doing this. Not true, WD40 is thin and drains, and slowly evaporates (it is after all just kerosene with some additives). So after a year, warm and cold cycles will deposit condensed water on the rotors = rust. To do properly, remove pads and store in a marked bag.
