To get Cojiro, the blue Cucco, go to Kakariko Village as adult Link and talk to Anju, the Cucco lady. She will give you a pocket egg. Play the Sun’s Song until it hatches, and you get a Pocket Cucco. Find Talon on one of the houses at Kakariko and wake him up with the cucco like you did back at the Hyrule Castle.
