How much RAM does a HTPC need?

8 GB of normal, everyday garden variety RAM, is just right if you ask me. It's relatively cheap and is the perfect amount for our HTPC. 16 GB is probably overkill, but it's all up to you. If you purchase RAM in pairs (not required), just make sure you install them into the motherboard slots that support dual channel.

Do you need a GPU for a HTPC?

If you will not be doing any gaming on the HTPC then, no, you don't need a graphics card. The Intel integrated graphics should be just fine.
