The best way to take Krauser out is to use the knife. You could just shoot his exposed legs with a TMP, etc. and once he becomes stunned, take advantage of it and knife him. Or, right after the cutscene and you dodge his attack, run past him to where the Holy Beast item is, quickly do a 180, and dodge his attack.
