Equipping Ramza’s Squire action ability to use Tailwind is also recommended. It is good to keep using it until Ramza’s speed allows him to move twice per one move for Wiegraf.

The basic idea is to go up and down the sides of the battlefield and, as Wiegraf is getting to the side you’re on, use 2 turns in a row to move to the other side, and repeat. Then, when you’re fast enough, just run up to him and take him out over the course for 4 turns.
