Its only Siege of Orgrimmar and newer raids (so wod, legion, bfa) that have separate lockouts. Its been like that forever. There is no way you would have been able to clear naxx 10 and 25 in same week on same char, you must be confusing something. No, it has been like this since at least 7.3.
