Probably to destabilize Empire/Thalmor relations and create a power vaccuum that he can utilize for personal advancement. If he gets killed on the other hand there can be a new Emperor to fight the Thalmor and so on. The reason he asks you to kill Motierre could then be to cut off all lose ends.

If you report him the guard will arrest him and the farmer will give you a small reward, but sometime later the farmer and his wife will be viciously murdered by an ‘unknown’ assailant. Reporting him doesn’t change the Dark Brotherhood questline, he’ll just be a bit angry at you when he first arrives at the sanctuary.
