As generic enchanted equipment, as tragik stated, it’s random loot from mobs, containers and merchant sales inventory so your only option to increase your likelihood of getting it is to camp merchant stores.. The only apparel that will hold the enchantment are ones worn on the head, hand, ring and necklace slots.

What can you put fortify archery on?

Fortify smithing potions don’t stack. Any fortify smithing potion and/or armor enchanted with fortify smithing worn while improving the weapon at a grindstone, or improving the armor at a workbench, will apply the potion value and/or the enchantment value.

I recently did the Alchemy-Enchanting loop and managed to get Fortify Enchanting potions up to 46%, which seem to be the max, and Fortify Smithing potions, up to 185%, which is also the max for those. Using The Sallow Regents (Seeker of Might, Sorcery, Shadows) from the Dragonborn DLC is what carries the % up.

It appears that, as far as Fortify Enchantment Potions go, the highest achievable effect is 32%.

What level do you get legendary smithing?
